Customs Announcement No. 77 of 2026 Implemented
Introduction
According to General Administration of Customs Announcement No. 77 of 2026 (effective June 30, 2026), for the export of bending machines, lathes, milling machines, grinding machines, laser marking machines, laser cutting machines, laser welding machines, and similar processing equipment under items 8454-8465, the entire process of procurement, receipt, and customs declaration must verify whether the goods fall under the control scope of dual-use items.

If the product elements, uses, parameters, and functions are not clearly provided, customs will directly reject the order, and the system will be unable to process the declaration. When customs has doubts about the goods, it will initiate a judgment process at the General Administration level. During the judgment process, manual inspection may be required, and if necessary, the goods may be transferred to a professional testing institution for technical appraisal. The processing time may be as long as 1 to 3 months. Exporting controlled dual-use items in violation of regulations will result in severe legal consequences.

Relevant legal liabilities
1. For goods valued at over 500,000 RMB, a fine of 5-10 times the value will be imposed; for goods valued below 500,000 RMB, a fine of 500,000 to 2.5 million RMB will be imposed; in serious cases, the responsible persons will be subject to imprisonment.
2. The scope of accountability covers the entire supply chain. Factories, foreign trade companies, freight forwarders, customs brokers, and cargo owners are all jointly liable for penalties; there are no exempt parties.
